1 What is ESNNA?

The Ministry of Foreign Trade and Tourism (MINCETUR) seeks to eradicate the Sexual Exploitation of Children and Adolescents (ESNNA – Explotación Sexual de Niñas, Niños y Adolescentes) in the tourism sector.

The sexual exploitation of children and adolescents (ESNNA) constitutes a form of sexual violence and a violation of the rights of children and adolescents in our country which, in most cases, is tolerated and socially accepted. For this reason, the tourism industry has a duty to be an active player in its prevention and reporting.

Through this page, INNER CONDOR publicly declares its absolute rejection of all forms of sexual exploitation and its express adherence to the provisions of the Peruvian State.

Code of Conduct against the sexual exploitation of children and adolescents (ESNNA)

2 Our Commitment

At INNER CONDOR we support the ESNNA Code. As part of our activity, we declare that:

In this agency we neither promote nor allow the sexual exploitation of children and adolescents, nor any other criminal offense of which we become aware in the course of our activity, in accordance with the provisions of Law No. 29408 (Ley N° 29408).

We believe that tourism must be respectful, ethical and protective of people's rights, with special attention to children and adolescents.

3 Code of Conduct

In line with the spirit of the national campaign against ESNNA, our company undertakes the following preventive actions:

  • Staff training to recognize warning signs and know how to act responsibly.
  • Documentation requirements for accompanying adults and verification of their relationship when staying with minors.
  • Information and awareness for our guests and visitors regarding the ESNNA Code.
  • Responsible reporting of any indication of exploitation or abuse to the competent authorities.

4 Legal Framework

Among the legal provisions that criminally punish conduct related to ESNNA, we have:

– Law No. 29403 (Ley N° 29403)  “General Tourism Law” (Ley General de Turismo) and its regulations, approved by Supreme Decree No. 003-2010-MINCETUR (Decreto Supremo N° 003-2010-MINCETUR).

– Law No. 30963 (Ley N° 30963)  “Law amending the Criminal Code regarding the penalties for the crime of sexual exploitation in its various forms and related offenses, to protect children, adolescents and women with special emphasis” (Ley que modifica el Código Penal respecto a las sanciones del delito de explotación sexual).

– Law No. 30802 (Ley N° 30802)  “Law establishing conditions for the check-in of children and adolescents at lodging establishments, in order to guarantee their protection and integrity” (Ley que establece condiciones para el ingreso de niñas, niños y adolescentes a establecimientos de hospedaje).

Remember: ESNNA is a crime. Do not tolerate it, do not cover it up and do not request it. Report it.

5 How to Report

If you become aware of any case of exploitation or abuse of minors under 18, do not hesitate to report it. Your intervention can protect a child or adolescent.

  • Chat 100 — Free online service for guidance and reporting.
  • Police Stations and Public Prosecutor's Office — File your formal complaint with the competent authorities.
